On "Users" you can manage your customers and people that are subscribed to your newsletter if your site has a registration. Here you can also create mailing lists.
On "Mailing lists" you can manage mailing list that are for sending newsletters to different target groups. If you want to remove a user from a mailing list you can do it here.
If your SOLU has a newsletter tool you can send newsletters in "Mailer".
